They are treated just like cars on the road. The driver of a bicycle or operator for bicycle should ride close to the shoulder so the cars can pass. That's just a matter of common sense, but the operator of the bicycle does have the right to be on the road, unless it's an interstate or very, very busy highway, they need to be very careful making that decision, and that's just not a smart decision to put a bicycle on an interstate. But out here, on our roads that we have most of our offices on, yes a bicycle can be on the road and if a car approaches the bicycle from behind and hits the bicycle from behind, that driver of the car is at fault.
